I think the purpose is so people and dogs can't sneak around the end of the fence and out of (or in to) the dog park. I've seen that before and wondered as well! Of course, if a dog jumped in the water and swam around it could still escape, but I think it's meant to make it a little more difficult.

I'm fairly interested in the actual purpose of this part of the fence. Is it a joke to passersby or is it for something we're not thinking about.
